About STARS

Short Term Residential Treatment Programs (STRTP’s) provide more intensive care and supervision, services and supports, treatment, and short-term 24-hour care and supervision of children/youth/NMDs than previously required in group home settings.

The STRTP rate approved by CCL generally covers:

  • Room & board

  • Supervision

  • Core mental health services

  • Treatment programming

  • Basic transportation

  • Case coordination

Our STRTP provides comprehensive therapeutic care and support for youth in a safe, structured environment, fostering their emotional and psychological healing while preparing them for successful transitions.

  • Individual and Group Therapy: Tailored therapeutic sessions addressing trauma, behavioral issues, and emotional well-being, facilitated by licensed clinicians.

  • Educational Support: Academic tutoring and support to ensure educational progress and stability during the stay.

Life Skills Development:

Programs focused on building essential life skills, including conflict resolution, self-care, and independent living preparation.

1. 24-Hour Residential Care & Supervision

  • 24/7 awake supervision and support

  • Safe, trauma-informed environment

  • Crisis intervention and behavioral support

  • Structured daily programming

 2. Mental Health Treatment Services

  • Mental health assessment

  • Individual therapy

  • Family therapy (when appropriate)

  • Group therapy

  • Crisis stabilization

  • Case management

  • Medication support services (if prescribed)

 3. Trauma-Informed & Evidence-Based Treatment Model

  • Is trauma-informed

  • Includes measurable treatment goals

  • Uses evidence-based or promising practices

  • Supports permanency and transition planning

  • A comprehensive assessment

  • An individualized treatment plan

  • Permanency goals

  • Transition planning

  • Ongoing multidisciplinary team (MDT) meetings

 5. Educational Support

  • School enrollment within required timelines

  • Coordination with LEA or school district

  • Academic support

  • Advocacy for IEP/504 services if applicable

6. Family Engagement & Permanency Services

  • Family finding and engagement
    Visitation support

  • Parent coaching (when reunification is the goal)

  • Collaboration with social worker/probation officer

  • Preparation for step-down placement

 7. Life Skills & Transition Services

  • Independent living skills training

  • Financial literacy

  • Workforce readiness support

  • Community integration activities

Especially critical for youth ages 16+ and non-minor dependents.

8. Health & Medical Coordination

  • Access to routine medical and dental care

  • Medication management

  • Coordination with Medi-Cal providers

9. Cultural & Linguistic Responsiveness

  • Provide culturally responsive care

  • Support youth identity (racial, ethnic, LGBTQ+, religious, etc.)

  • Provide language access services

10. Incident Reporting & Regulatory Compliance

  • Report incidents to CCL and placing agencies

  • Maintain required staffing ratios

  • Maintain background clearances
